项目建设背景及条件：随着经济发展和人类生活质量的提高，中药产业已成为21世纪的“黄金产业”并进入高成长期。在医疗保健消费中，由于人类疾病和医疗模式有所变更，化学药物的毒副作用逐步被人们认识，中药等天然药物日益受到人们青睐。中医药已被许多国家列入医疗保险体系。国外有实力的制药企业纷纷转向天然药物的研究开发，天然原料药的国际需求快速上升。国家发改委《高技术产业化“十一五”规划》明确提出“十一五”期间我国将实施16个高技术产业化重大专项，其中包括“现代中药”重大专项。
黄山市素有“华东药谷”之美誉，被列为安徽省三大中药材生产基地之一，具有丰富的中药资源和得天独厚的自然环境条件，人工种植栽培中药材的历史较悠久。这里气候温和，雨量充沛，土壤肥沃，为中药材生长提供了良好的生态环境。其中，山茱萸、梅花、杜仲、贡菊等在全国中药行业享有很高的声誉。加之地理位置优越，临近长三角地区，可挖掘的市场潜力巨大。若能充分利用地域的地方中药资源，同时若能有效控制本区域的中药饮片的销售渠道，占领附近城市如杭州、南京、南昌、景德镇、九江、安庆、铜陵、芜湖、马鞍山、宣城的部分市场，则企业兴旺；若能进入国际医药市场，则不可限量。
项目建设内容及规模：
计划在省级安徽歙县经济开发区境内，一期发展征地15亩，由安徽省医药设计院设计GMP方案，按其方案已建成GMP标准厂房、综合质检楼等。
投资及效益估算：本项目总投资5000万元人民币（约667万美元），项目投入运营后，有较好的经济效益和社会效益。

Name of the Project: Modernization Research and Industrial Development of Chinese Herbal Medicine

Background and Construction Conditions:
With the development of China’ economy and the improvement of people’s living standards, Chinese herbal medicine industrial has become a “Gold Industry” in the 21st century and it is stepping into the flourishing period. Because of the changing on diseases and medical treatment modes, in the consumption for medical treatment and health care, people get more and more knowledge on musicals’ toxic side effects and then natural medicine, such as Chinese herbal medicine, is increasingly popular among the consumers. Chinese herbal medicine was listed in hospitalization insurance in many countries. A number of foreign powerful medicine enterprises have turned to the research and development of natural medicines, therefore, international demand on raw medicine increased. 《High-tech Industrialization and the Eleventh Five-year Plan》issued by the State Development and Reform Commission clearly stipulates that during “the Eleventh Five-year Plan” period, high-tech industrialization of 16 key projects will be initiated, which includes the key project of “Modern Chinese Herbal Medicine”.
With abundant resource in Chinese medicinal materials, exceptionally good natural environment and long history of Chinese medicinal materials artificial planting, Huangshan City enjoys the fame as “Natural Medicine Valley in East China” and it is one of the three production bases for Chinese medicinal materials in Anhui Province. Mild climate, rich rainfall and fertile soil provide good eco-environment for Chinese medicinal materials，such as cornus officinalis, plum blossoms, eucommia ulmoides and chrysanthemum morifolium, which enjoy high reputation in medicine field. Located in the neighboring area of Yangtze River Delta Area, this project has a huge potential market. If we can make fully use of the local Chinese medicine resources, effectively control the distribution channel for decoction pieces, occupy a certain part of the market in the neighboring cities, such as Hangzhou, Nanjing, Nanchang, Jingdezhen, Jiujiang, Anqing, Tongling, Wuhu, Ma’anshan, Xuancheng, etc, the enterprise will become more and more prosperous; if we can enter into the international market, the prospect of this project is beyond measure.
Scale and Construction Content:
Located in Anhui Shexian Economic Development District, this project covers 15 mu (about one hectare) in the first stage. Standard workshops and quality testing building have been completed according to the Good Manufacturing Practice (GMP).
Investment Estimation:
Total investment is ￥50 million (about ＄6,670,000). It will bring great social and economic benefits after being put into operation.
