项目建设背景及条件：
状元是中国科举制度的产物，蟾宫折桂则是天下读书人的最高理想。从唐武德五年（622年）正式开科取士，到清光绪三十一年（1905年）废止科举，这近1300年间，历代王朝开科考试750次，录取状元800多位，有案可查的状元649多位。从宋朝嘉定十年（1217年）到清光绪六年（1880年），休宁籍状元19位，比例居全国之首。随着中国状元文化博物馆和中国乡村旅游福地部分景点（区）建成对外开放，以及皖南高速交通枢纽中心的即将形成，休宁必将成为探索状元文化、徽文化奥秘的绝妙去处，也为建设中国状元文化城项目带来了契机。
项目建设内容及规模：
本项目以状元博物馆和状元文化遗存（区）为基础，围绕旅游六要素，打造黄山文化旅游景区和目的地。规划修缮海阳“三塔”，综合治理横江城区段生态环境，恢复“三塔映月”景观；修缮“三槐堂”（国保单位）；保护性开发县城老街和万安老街（省保单位），建设状元文化公园。
投资及效益估算：
本项目概算总投资1亿元人民币。本项目建成后，按黄山风景区年均接待游客10%测算，年均接待游客20万人次，门票收入可达2000万元。

Project Name: Chinese Zhuangyuan-culture City

Project’s Background and condition:
Zhuangyuan ("No. 1" in the Imperial examinations) was the product of imperial examination system and became a Zhuangyuan was Chinese scholars’ dream. Chinese imperial examination system started from 622 to 1905, during the period of nearly 1300years, there have been 750 national exams and produced more than 800 Zhuangyuan, and among them, more than 649 Zhuangyuan were on the file. From 1217 to 1880, Xiuning County produced 19 Zhuangyuan and the rate was the highest in China. With the construction and open of Chinese Zhuangyuan-culture Museum and Chinese country scenic spots, and the formation of transportation center of south – Anhui Province, Xiuning County will be the best place to discover the Zhuangyuan-culture and Hui-culture’s charm and mystery.
Scale and Construction Content:
This project takes Chinese Zhuangyuan-culture Museum and the Zhuangyuan-culture relic area as foundation; take the six-traveling-element as rule to produce a Huangshan culture scenic spot and destination. The project plan to fix up the “ Three Tower” in Haiyang and give comprehensive treatment to the Hengjiang area’s circumstance, resume the “Three tower reflects moon” scenic spot; to fix up “Sanhuai Tang” (state protect spot); to develop the old streets in the county and Wan’ an (province protect spot) and construct Chinese Zhuangyuan-culture Park.
Evaluation of returns on investment:
The Project plans to invest ￥100 million. After it put into use, since Huangshan scenic spot receive tourists 20 thousand per year, and we expect our scenic spot and attract 10% of these tourists and the ticket income will be ￥20million per year.
